Introduction of Bills and Resolutions
– Resolution 26017, urging the United States Congress to pass the “Protecting American History Act,” which would prevent any further attempt by the federal government to whitewash Philadelphia’s complex history and require the restoration of the President’s House Memorial. Resolution Adopted.
– Bill 250230, an Ordinance amending Chapter 9-800 of the Philadelphia Code, entitled “Landlord and Tenant,” to modify the requirements related to good cause for ending tenancy, adding protections against retaliation and harassment for tenants and tenant organizations, specify tenant’s rights related to implied warranty of habitability, and provide legal presumptions related to breaches of implied warranty, create a tenant right to organize, specify deadlines for asserting claims, and establish and enhance enforcement mechanisms, remedies, damages, and protections, all under certain terms and conditions.

Mayor’s Budget Address
Mayor Parker stepped to the podium with her usual exuberant flair, thoroughly embracing her “One Philly” theme, as she laid out her budget for fiscal year 2027, in her annual address to Council. At a record $7 billion dollars, Parker’s “One Philly, One Future” is the largest budget proposal in the City of Philadelphia’s history.
